Európa számára meghatározó a globális technológiai együttműködés

A kontinens nem teheti meg, hogy lemond a kooperációról.

Az Európai Unió és az Amerikai Egyesült Államok a következő, decemberi magas szintű találkozót megelőzően széles körben egyeztetéseket tart. Ez magában foglalja a megbízható mesterséges intelligenciára vonatkozó ütemtervet, az ellátási láncok megszakadásával kapcsolatos közös javaslatokat és az elektromos autók töltési infrastruktúrájára vonatkozó ajánlásokat. Októberben az Európai Bizottság az Európai Tanács távközlési munkacsoportjának nemzeti képviselői előtt beszámolt az EU-USA Kereskedelmi és Technológiai Tanács (TTC) aktuális helyzetéről. A TTC egy tavaly szeptemberben indított transzatlanti platform, amelynek célja a két hatalom közötti politikai konvergencia előmozdítása.

Az egyre bonyolultabb geopolitikai környezetben a nemzetközi szövetségek kulcsfontosságúak lesznek a digitális célok eléréséhez - hangzott el az Európai Unió digitális jövőjéről és a transzatlanti menetrendről szóló e heti rendezvényen. A résztvevők felszólították az európai politikai döntéshozókat, hogy erősítsék meg az együttműködést a hasonlóan gondolkodó partnerekkel.

"Az Európai Uniónak fel kell ismernie, hogy a mai geopolitikai helyzetben nem elég elsősorban piacnak lenni. Ez az új korszakban az EU-nak és az USA-nak újra kell építenie az együttműködés képességét, nem versenytársakként, hanem szövetségesként, mert nem csak geopolitikai kihívásokkal nézünk szembe. Ehhez a digitális átalakulás új, nemzetközi partnerségen alapuló jövőképére van szükség" - érvelt Thibault Kleiner, az Európai Bizottság digitális főigazgatóságának (DG CNECT) politikai stratégiáért és kapcsolatépítésért felelős igazgatója. "A digitális szuverenitás és a stratégiai autonómia jelentősége az elmúlt években megnőtt az európai uniós politikusok szemében, akik az előző amerikai kormányzat miatt elveszítették a Washingtonba vetett bizalmukat. Az orosz-ukrán háború azonban bebizonyította a transzatlanti együttműködés egységét és konkrét eredményeit" - nyilatkozta Dita Charanzová, az Európai Parlament alelnöke.

Milena Jaburkova, a Cseh Digitális Gazdasági és Oktatási Ipari Szövetség alelnöke is csatlakozott ehhez a véleményhez: "Az orosz-ukrán háború, amelyben a digitális gazdaság a csatatér részévé vált, egyedülálló lehetőséget ad arra, hogy újraértékeljük az EU törekvéseit, céljait és célkitűzéseit. A háború három fontos tanulsággal szolgált, amelyek segíthetnek Európának a jövőre vonatkozó politikájának kiigazításában. Ezek között szerepelnek a kritikus termékek és infrastruktúra tekintetében a tekintélyelvű rezsimekre való támaszkodás veszélyei, azok az országok, amelyek potenciális üzleti és kereskedelmi partnerek lehetnek, valamint a demokratikus szövetségesekkel való együttműködés fontossága válságok esetén."

Több felszólaló is hangsúlyozta a digitális ambíciók globális szintű megosztásának fontosságát. "Ha biztonságot és jólétet akarunk biztosítani, újra kell gondolnunk a transzatlanti kapcsolatokat. Olyan közös teret kell teremtenünk, ahol az innováció és a befektetés virágzik, tiszteletben tartva értékeinket. Ez különösen fontos, ha az Európai Unió azt szeretné, hogy a technológiai fejlesztéseket demokratikus elvek támasszák alá" - emelte ki Marek Havrda, a cseh kormány európai ügyekért felelős miniszterhelyettese. A résztvevők álláspontja az volt, hogy az e területen végzett munkának az Amerikai Egyesült Államokon túlra is ki kell terjednie. Az EU-nak törekednie kell arra, hogy együttműködjön az olyan demokratikus országokkal, mint Ausztrália, Dél-Korea, Japán, Tajvan és Új-Zéland. A rendezvényen felszólalók ugyanakkor a stratégiai autonómia gondolatával kapcsolatos problémákat, valamint a lehetséges szélesebb körű nemzetközi partnerségeket akadályozó tényezőket is felvetettek.

"A szuverenitással az a probléma, hogy ez egy képlékeny fogalom, mert mindenki azt lát benne, amire szüksége van. Szeretném elkerülni, hogy az EU egyes szereplői arra használják ezt a fogalmat, hogy megkönnyítsék az internacionalizmusból a nacionalizmusba való visszatérést" - figyelmeztetett a negatív változások esetleges kikényszerítésére Jaburkova. "A partnerországok belpolitikája is akadályozhatja a nemzetközi együttműködésben való előrehaladást. Legyünk reálisak a kihívásokkal kapcsolatban, amelyeket a politika széttöredezettsége jelent az Amerikai Egyesült Államokban. Ez kulcsfontosságú kérdés lehetett volna az orosz-ukrán háborúval összefüggésben, ha a körülmények mások lettek volna, és Donald Trump korábbi amerikai elnök még hivatalban lett volna" - jegyezte meg José Ignacio Torreblanca, az Európai Külkapcsolati Tanács vezetője Madridban.

A résztvevők szerint a kutatásra és fejlesztésre való összpontosítás, különösen az EU Horizont Európa programjának megerősítése révén, kulcsfontosságú tényező lehet a kontinens digitális törekvéseinek sikerében. Ennek oka szerintük a bizalom és a kulturális csere, amelyet a nemzetközi kutatási együttműködés biztosíthat. "A hagyományos média és a nyilvános vita védelme szintén kulcsfontosságú lesz, főként a dezinformáció - háború által megmutatott - pusztító ereje miatt. Minden egyes nap harcolnunk kell a szabad sajtóért és a szabad közvéleményért, valamint a tényeken alapuló viták lehetőségéért" - jelentette ki Kleiner.

    Swedish Chief of Defense sold his own wife as "his whore" - during working hours

    Until 2019, Mats Sandberg was a successful senior with heavy posts in various places connected to the Swedish defense. What colleagues and the public did not know was that he lived a double life as a pimp in his spare time and sold his partner as a prostitute. The fall to the ground was hard when he was sentenced to prison for pimping. At the time, Sandberg denied the accusations, but in a recent documentary he admits. However, he believes that it was his partner who drove him to the actions and that he did not even reflect on the fact that they were criminal.



    Mats Sandberg appeared in pictures in the media together with Säpo manager Anders Thornberg and Noa manager Mats Löfving. Sandberg had recently been appointed to the prestigious job of head of the National Center for Terrorist Threat Assessment (NCT), an information exchange body between the Security Police, the Defense Radio Institute and the Armed Forces.



    In the pictures, Sandberg, described as "the spider in the Swedish anti-terrorist network", looks authoritatively serious - unaware that his extra skills as a pimp will soon be revealed.

    On July 2, 2019, Sandberg was sentenced by the Nacka district court to ten months in prison for pimping. On October 20, 2020, the Court of Appeal upheld the district court's verdict.



    Partner "born whore"

    Before he was charged and sentenced, Sandberg had for several years sold a woman as a prostitute with whom he had a controlling love relationship. According to the criminal investigation, Sandberg had instilled in the woman that she "was born a whore" and therefore deserved nothing more than to be sold to men for money.



    Sandberg denies the documents through the legal process. However, the revelation and the verdict lead to Sandberg being fired from his managerial position at NCT. However, the whole matter is kept quiet as best as possible by the actors concerned.

    Admits in new documentary

    In a recent documentary made by PodMe, however, Sandberg comes forward and admits what was then blamed on him. However, he claims that it was the woman who manipulated him into selling her, not the other way around and that he even allegedly tried to slow her down. Sandberg further claims that it never even occurred to him that what he was doing was illegal:



    - My perspective is that she wants to do this. She runs it all. There is no compulsion. I don't even have a thought there and then that there should be something illegal. Inappropriate can be discussed, and immoral, but not that it would be illegal, says Sandberg in the podcast.



    It contrasts with the evidence in the criminal investigation where the woman testifies about how she was manipulated by Sandberg to fulfill his sexual fantasies:



    - He often told me that he was very excited about it, that he loved me so much because I fulfilled his dream by being a little whore that he owns and sells.



    Escalates into violent sex and social control

    Sandberg's need for control gradually escalates during the relationship. The woman is forced into increasingly violent forms of sex both with him and with the men to whom he sells her. He also becomes more generally controlling and has to decide over the woman's life even outside of sex - what clothes she was allowed to wear and so on.



    - He could twist my nipples so hard that the skin cracked. He could use collars and harness me. Make me feel like an animal, says the woman in questioning with the police during the criminal investigation.



    She says that Sandberg became more sexually excited the more pain the woman was exposed to, when he saw how much pain she was in. In between, Sandberg could be tender to convince the woman that he subjected her to all this out of love.



    Broke the woman down mentally

    The woman testifies about how she was gradually broken down by Sandberg's methods. In the end, she was his slave and a person Sandberg enjoyed humiliating even in everyday life.



    - He could force me to sit under a table and lick his feet while he read the newspaper.



    The couple met in 2010 and three years later Sandberg had beaten her to the point where he could start selling her as a prostitute. As a method of pressure, he also used the fact that the woman had debts and that this prevented them from buying a house together. By letting herself be sold for money and paying off her debts, she would show Sandberg that she was prepared to make an effort for the common domestic goal.



    For Sandberg, however, it was about pleasure linked to power and humiliation. In a text message conversation with the woman, he writes that she "will be used" and describes it as "an exciting journey" to shape the woman into "a whore".



    Stood next to sex buyers and masturbated

    When Sandberg thought the woman was ready, he started posting ads and making appointments with sex buyers. The first time the transaction took place in a toilet at the buyer's workplace at Östermalm in central Stockholm. Sandberg demanded to stand by and watch while he masturbated.

    Sometimes the woman was allowed to have sex with the customers without Sandberg being present, sometimes not. Many meetings took place in hotel rooms booked by Sandberg. A year later, the woman had earned enough money to pay off her debts. The couple then bought a villa in Nacka outside Stockholm.



    But Sandberg continued to sell his partner as a prostitute, even though the debts were paid and they now lived family life with children that the two have on each side from previous relationships. Sandberg steadily advanced in his career and would eventually be appointed to the highly prestigious position of head of the NCT.



    The couple socialized at dinners with Sandberg's increasingly prominent colleagues. No one had any idea what a double life the couple lived.



    Compared to "Captain Dress"

    In the end, it all became too much for the woman, who plucked up courage and demanded that Sandberg stop selling her and stop calling her a whore and subjecting her to her own and others' violence. It was not something Sandberg wanted to agree to, and at the end of November the woman broke up with the relationship and went to the police to tell them everything she had been exposed to.



    During the course of the investigation, parallels are drawn to the high-profile court case involving high-ranking police chief Göran Lindberg, nicknamed "Captain Klänning", who lived a similar double life and, when it was revealed, was convicted of aggravated rape in 2010. It is a comparison that Sandberg opposes:



    - It is deeply, deeply offensive, to even be mentioned in the same context as this Captain Klänning, who, if I understood correctly, is a policeman who raped girls and things like this.



    During the criminal investigation, it turned out that Sandberg had been good at covering up the tracks for himself about what he was up to. Proving abuse of the woman also became difficult. Therefore, the sentence ended in a relatively light 10 months in prison for an unspecified number of cases of pimping during the years 2013 to 2017.



    Serious threat to the security of the kingdom

    A serious aspect of the matter that is not covered by the sanction in court is the risk to the security of the kingdom that Sandberg posed during the time he was a high security-classified head of the NCT and at the same time engaged in pimping. In PodMe's documentary, security expert Dick Malmlund is interviewed and points to the insight Sandberg had into Swedish security and how he functioned as an advisor to the government on security matters.



    - Then living a double life and having such secrets made him extremely vulnerable to blackmail. He puts himself in a position where he is open to blackmail and where he can be forced to do things that are even worse, notes Malmlund.



    He is supported by Emilia Melgar Arnheim, who is one of the producers behind the documentary. She is also surprised at how all this could be missed when they did - or possibly did not do - a security check on Sandberg in connection with his gaining access to increasingly sensitive information related to Sweden's security.



    - This man had Sweden's highest level of security classification, but despite this, the Armed Forces' own controls have not picked up that he engaged in criminal activity during working hours. One of the experts in the documentary says that we should thank our lucky stars that Russia did not find out about this, because it could have resulted in, to say the least, great risks for Sweden's security.



    Arnheim is critical of the Armed Forces' refusal to answer the media's questions and that we therefore have to hover in uncertainty about whether it is possible to trust that the Armed Forces' internal security routines will not fail in a similar way again.
