As of Patch 2.0.1, all three varieties of Wind Stones are bugged. Instead of summoning a council member elemental, they simply zap the character as though it were not wearing the Twilight set.
There is a workaround that works for most players:
Equip a three-piece Twilight cultist set. Do not equip the necklace or ring.
Travel to an inn.
Log out.
Log in again.
A character that completes these steps can then use the Wind Stones normally and repeatedly until it logs out again.
Some characters still cannot utilize wind stones after this process. Other variables that may be involved in using the workaround include:
Being in a group
Being the leader of a group
Right-clicking or dragging to equip the items
Whether the Twilight Cultist items equipped dropped before or after the patch
There are also reportedly characters or player accounts that cannot under any circumstances use wind stones to summon. As of this writing it is unknown whether there is a way to determine which can and which cannot."
