Xboxone, PC, PS4: The quest may not recognize that any medallion(s) have been dispensed/received, if obtained prior to talking to N.I.R.A.; this may or may not prevent the quest from completing.
PC: The quest can be advanced with the console command SetStage DLC04SettlementFF02 80, return to N.I.R.A. to collect the reward.
At times this command doesn't work. Use SetStage DLC04SettlementFF02 300 to complete the quest.
