Ez egy elég vitatott téma, és nem egy cikk kapcsán kéne megítélni. Az tény, hogy tényleges megállapodás nem volt, de szóbeli ígéretek elhangoztak (biztosítékok is voltak):
"The various players involved have different versions of events. Of course there was a promise not to expand NATO "as much as a thumb's width further to the East," Mikhail Gorbachev, the Soviet president at the time, says in Moscow today. However, Gorbachev's former foreign minister, Eduard Shevardnadze, speaking in the Georgian capital Tbilisi, says that there were no such assurances from the West.... After speaking with many of those involved and examining previously classified British and German documents in detail, SPIEGEL has concluded that there was no doubt that the West did everything it could to give the Soviets the impression that NATO membership was out of the question for countries like Poland, Hungary or Czechoslovakia."
Az általad linkelt interjúból egy másik részlet:
"The decision for the U.S. and its allies to expand NATO into the east was decisively made in 1993. I called this a big mistake from the very beginning. It was definitely a violation of the spirit of the statements and assurances made to us in 1990. With regards to Germany, they were legally enshrined and are being observed"
Az egész ügy Németország újraegyesítése kapcsán merült fel, és ha konkrétan a NATO bővítés nem is került terítékre, az ezzel összefüggő más kérdések igen (amikre garanciákat is kapott). Nyílván mindkét fél a saját érdekei mentén értelmezi az eseményeket, és ehhez sokszor hozzáigazítja a tényeket.
