"I had the same problem, but from a different reason.
I bought a US disc, and used it on my primary PS+ EU account.
So once i downloaded the DLC from the EU account it didn't work.
You need to download it from you'r US account, Make it primary on you'r PS4 (it doesn't change your EU account from primary either), then restore license on both accounts.
That solved it for my at least"
