If you have 999,999 XP before tomorrow's patch, you'll just need to gain 1 XP to rank up. This is all as expected.

We'll continue to monitor feedback on XP gain going forward. It's our goal to ensure that you feel you're making meaningful progression in the game, whether you're level 10 or VR10. We do understand that your ideal situation would be to always receive enough experience by the time you complete all content in an area so that you're prepared for the challenges in the next area without needing to grind in-between. The reduction in required experience should help with that, but please continue to provide your feedback s we move forward with changes to the Veteran System, and Champion System beyond.
