The engineer was never intended as a in fight repair entity. Repairs should be done between fights. Issues like boarding -destroy jumpdrive- didn't really work well, because the engineer was too fast. We wanted to make the engineer less powerful overall, he still works fine.
If there are huge issues with the 10-30 minunte cooldown, we are still in beta and this can be discussed and adjusted. We wont revert to 2.50 state though.
