They confirmed on The Talking Dead that Lori is dead. The walker that Rick shot and stabbed in the stomach ate her. That's why the walker was so bloated. I haven't read the comics, but I think it is "Lori" on the phone, that Rick is delusional.This is the zombie apocalypse, there are no working phones anymore.
