    Beta test and PTR are two different things.
    RoS will undergo a closed beta (that means only people invited to participate to the beta testing can actually test the game) while Diablo 3 vanilla version 2.0.1 will undergo a public testing (PTR = public test realm/region) in which everyone can freely participate.

    Also probably you are not able to download the PTR client because the PTR realm is not online yet.

    If there are not delays the Diablo 3 vanilla version 2.0.1 PTR will start in december (we still do not know when exactly).
