Do you hate driving when it rains much as I do? Then, here's something for you.
Open your Save Folder, find file named Game.SII open it with notepad and scroll down until you find this.

stored_rain_intensity:
Change their value to 0 and there you go.
This does not mean that it will never rain again because it will, but when it starts raining again just do the same thing again and yeah no more rain .
