Note: As long as a salvage vessel is in the fleet, and you are completely victorious in combat, you have a chance of salvaging a technology that your enemy used in the battle. The Salvage vessel does not need to actually enter combat, but you must receive the "You are Victorious" message at the end of the battle. Furthermore, it is impossible to salvage a technology that your opponet did not bring to the fight.
