    "...Finally, the ability to hold two weapons is very powerful in itself because both attacks gain the magical bonuses of each weapon. If your left-hand weapons grants +25% damage, all your melee attacks will do +25% damage even if you only single-hit with the opposite hand. So just being able to hold two weapons is pretty powerful because you gain an extra source of weapon modifiers that are difficult to find or don't exist on shields.

    Hope this makes some sense.

    P.S. The whole chance system for these types of skills was revised since the demo so that they now work more like a real percentage as opposed to just number weights. In the demo when you had a 20 chance to use, it was something like 20 out of 170 because it was implemented in a non-optimal way where the weight for additonal animations was added in but the weight of the defaults remained the same. We put some additional tech time into improving the system so that now the default weights are reduced as the special attack weights are added.

    The result is that you start with 50 weight to attack with your right hand and 50 to attack with your left. The game generates a number from 1-100 and if it is below 51 you'll hit with the right hand, if its above 50 you hit with the left. When you add in 12 chance to dual wield it subtracts 6 from right-hand attack and 6 from left-hand attack. Now if the game generates a number from 1-12 you will hit with right and left in a single attack. If it generates a number from 13-57 you will hit with right, if the number is from 58-100 you will hit with left. When you put a point into Hew, it continues to take away from the default right-hand and left-hand attack. So now 1-3 will cause you to use Hew, 4-15 will be a normal dual wield attack, and 16-100 will be either right or left."
