Resolved an issue that caused captains that were at the max Duty Officer limit to have issues with loading saved loadouts.
Changed the binding rules on "Promellian Drones" and "Micro-Singularity Generator" Kit Modules from Bind-on-Pickup, to Bind-to-Account-on-Equip.
Bunker Buster experimental weapon:
Resolved an issue that was preventing this weapon's damage from properly scaling with level / mark.
Resolved an issue that was preventing its Polaron Damage from properly applying to the primary target it impacts.
As a result of these bug fixes, we had to re-tune damage values as a result, to approximate the original intended performance of this item.
