Resolved an issue that was allowing the Temporal Operative Captain Spec Ability "Modular Momentum" to trigger multiple times from single-activation Kit Modules, such as Mudd's Time Device. This effect now correctly only triggers once per Kit Module activation.
Resolved an issue that was incorrectly allowing the Bridge Officer Cooldown benefits of all three of the Toggle powers on the Eleos' console to stack. These benefits will no longer stack, but instead activating any of the Toggles will grant the full 20% cooldown reduction.
