Summary (easier than straight translation):
One account can only report a player once, maybe restricted by IP as well (i.e. same players with same IP address cannot report 1 person more than once)
After reporting, none of your clan mates, ally mates nor friends (in friends list) can report this player. This restriction resets after 1 hour.
After tests, 1-2 reports on a player yielded no changes... is the system incomplete? do you need more reports to get the penalties? are the penalties activated by GM only? Even Korean forums have no info :O
