Yes, they are paired, but in a rather simple way. Before launch a "sample" signal from the radar is "injected" into the missile and the missile uses this to start its search after launch to lock onto the target (missile seeker is looking for Doppler-shifted frequency returned from target, it can't lock on before launch due to issues with locking on to so-called altitude line (radar return of side lobes from the ground)). Seeker searches narrow area around injected frequency but if it can't find target in set time then it starts sweeping entire frequency band. This is bad and usually results in locking onto a false target (ground return, etc). As geometry between targets and various aircraft will normally result in enough difference in Vc to allow targeting specific aircraft this works BUT for targets close together isn't foolproof.
If two targets are within radar beam width then:
- old con scan seekers (AIM-7E2 and prior) will go for strongest return (or return with highest Vc) and if returns off closely spaced aircraft are the same then the missile will fly to the center of the return (or between the targets)
