Going east from Blendrake just over the zone wall into Uppland, there is a guard tower with a named mob and these tasty mobs. Also another camp near the Bone-Eater Oracles.

Ghostly Hibernian Invader 42-43
Fallen Troll 44-45
Frost Spectre 45-46 - Just beyond that guard tower is a valley with lots of these in it.
Windswept Wraith 50-53 - North of Blendrake and West of Hlid are 2 camps of these. They drop the coveted Band of Ice. They are also in Raumarik south of the entrance but are more spread out there.
Forest Skrats 50-55? - East along the road from Hagall in SI, after the deer but before Iarnwood are a lot of these. Very nice for those last couple levels to 50 if you're solo. They drop some decent ROG loot too.
Chillsome Wight 51-52 - Mostly in Raumarik mixed in with the wights.
Frore Lich 55-57 - Guard tower south of Bledmeer on hill and around stones west of Nottmoor - Nott camp gives outpost bonus if Mids control it - you'll need help but they have low hits and take big damage from PBAE
