ive tried running as admin
ive disable firewall/anti virus
everything i can think of and hoping someone where has had the same error and can tell me their solution
You are missing Microsoft Visual C++ Updates on your windows , please check for an Updates on a windows...
the Runtime error can be only because you dont have the Library of those files.
its should be Windows Includes The Visual C++ Library Files...
might you got a cracked windows.
thats why you got the error

or as i said check Windows for Updates.
