Because it will do them no profit. Look. US tanks are introduced. With good armour and good guns. People jump at US tanks pouring money into grinding. After the initial hype went off, devs see that german tanks are unpopular now, and fix holes in them while nerfing US tanks. People start moving to germans and grinding to the top of then current german tree. After enough people did that, they introduce the second german heavy tree. People grind that. That time IS-4 move to TT10 and US heavy tree overhaul are announced. Now we are in E-75 and E-100 dominance era (to make E100 grind a better idea they nerf T30 gun). But IS-7 is considered crap to the point people now grind to IS-4 and wait for its transfer to T10. So devs buff IS-7 (currently on test) to make those IS-4 owners (and everyone else to a less extent) grind IS-7. I suppose IS-7 will stay OP through 7.0 on live until French appear. They most likely would be slightly OP for the time being to make people grind them. IS-7 wil probably be nerfed slightly. On the positive side, T30 nerf is reverted (currently on test). Probably because everyone who wanted E100 got it. On the negative side, IS-4 as T10, M103 and T110 would most likely be mediocre tanks because in their case money were made not on the actual introduction of new tanks, but on player expectations and free slot/tank offers. So everybody who actually wanted them have already grinded them, and no profit would be made by making them OP. They would be in the French way instead. Probably in some distant future when player generations change and there would be few current US players left, they will buff M103 and T110 to create a new hype. But I would not expect them to be good right off the bat.
