The new mechanics is far more realistic than the old one. The existing way of determining minimal armor within the HE cone takes into account spots than are not only in direct line of sight from epicentre (spot where shell exploded) but also covered by armored parts (eg side skirts). Thus some cases with incredible HE damage inflicted are possble at present, e.g. allowing penetration from the roof where armor is relatively thin even if the shell exploded near the tracks.
Moreover some tanks got side skirts (IS-3) that can also absorb HE damage effectively.
New mechanics also allows inflicting full damage, however you need to aim at weakspots now not to bluntly fire on the move.
