If you're interested in being a translator for one of these languages, check your game emails late Monday or early Tuesday. It will contain the link to the tool, as well as some other useful information.
If you've requested a language and it's not on the above list, it may still be on the list for Phase 3. In order for a language to be included we have to have some assurance that there's a reasonable expectation it will succeed. Success means that every single piece of game text gets translated by three different people. We also have to own the rights to translate to that language, and we have not secured those rights for some languages.
