Window open notifier is no longer possible with MSN 6.2 or 7. It used to be possible because 6.2 requested the display picture when someone opened a conversation window with you so SPNG could pick up on that and inform you that they've opened a window. MSN 7, on the other hand, requests your display picture when you sign in or they sign in or just randomly, so even if you were using 6.2 you would get notifications of people opening a window with you every time someone using MSN 7 signed in etc.
