Resolution:
Remove Virus or Trojan infection
Note: Application SpyCatcher Express is also known to cause this issue.
Apparently several trojans/virii hook these API functions and are the main causes for so many players getting these kicks.
On clean installs of win98 or winXP, these kicks will not occur.
