The 21-year-old joins them after an impressive season with Atalanta, which also made him the recent target of a $9.8m bid from German club Stuttgart.
"With this transfer completed, I can now sleep with my eyes closed," he told BBC Sport on Wednesday.
"I am happy to have fulfilled the ambition of the Palermo president.
"He has been talking in the press about how much he admires me and I won't let him down."
But Makinwa, who was on the verge of joining Inter Milan, says he is not disappointed the transfer never happened.
"I'm happy that a big club like Inter showed interest in me but in football a decision has to be made and I'm happy Palermo matched words with action.
"It would have been nice to play alongside Obafemi Martins but my future and ambition now lies with Palermo and that is a massive challenge for me."
Makinwa is looking forward to playing in Europe with his new club, as they enter next season's UEFA Cup, after finishing sixth in Italy.
"My dream has always been to play in European competitions and Palermo provides that platform," he added.

U.S. Città di Palermo have signed Makinwa. The powerful striker, born in Logos ( Nigeria) on 26 December 1983, has officially joined Palermo. His contract will run until June 2010 and he will be presented to the press tomorrow at 17.00 by the press room of the Stadium.

Renewed the agreement with Lotto
U.S. Città di Palermo and Lotto Sport Italia S.p.A. have extended the contract of sponsorship until 30 June 2010.
Thanks to this five year renewal, Lotto will continue to provide clothes and accessories used by the team during the matches, the training and the official events.
“We are very satisfied” - said Palermo’s chief executive Rinaldo Sagramola at the end of the meeting - “This renewal allows us to go on the project, which we started five years ago, in order to improve and affirm our brand”.
“This agreement of sponsorship with Palermo is a great opportunity for us not only in Italy but all over the world” commented Lotto’s Chairman Andrea Tomat.
The other clubs sponsored by Lotto next season are Udinese Calcio, ACF Fiorentina and AC Chievo.

The player signed a 4-year deal with the Viola.
Luca Toni is now officially a Fiorentina player as the former Palermo striker signed on Friday morning a contract which ties him to the Tuscan side for four years.
Fiorentina will pay 10 million Euros to Palermo for the services of Toni who scored 20 goals from 35 games played in the past season.
Toni will be instrumental in Cesare Prandelli’s 4-3-2-1 formation as the new Fiorentina coach wanted to bring the tall striker to Florence to complete his forward line.

Luca Toni has completed his move to Fiorentina after Palermo yesterday accepted a £7.2m bid for the striker.
The 28-year-old has put pen to paper on a Viola contract that will tie him to the outfit until June 2009.
Toni, a player who scored 20 League goals for the Sicilians last term, will net just over £1m-a-season.
"He was our principal transfer market objective," said delighted Fiorentina boss Cesare Prandelli.
"He’s scored 50 goals in two years and I hope that he can continue such a strike rate here with us.
"He leads the line and sees the goal like few players do. We instantly agreed that he could be of use to us.
"Talks were lengthy but I think the player’s desire was the important factor behind the move."
In other transfer news, Andre Ooijer has left PSV Eindhoven for Serie A new boys Genoa.
The 31-year-old defender, capped 16 times by Holland, has moved after a £1m fee was agreed.

In the most unexpected move of the week, Sicilian outfit Palermo secured themselves the services of Nigerian sensation Stephan Makinwa.
The ‘Rosanero’ dished out 8 million Euros to Atalanta for Makinwa, who is considered by various pundits as the best Nigerian forward in circulation together with Inter’s Obafemi Martins.
The contract details have yet to be disclosed.
The club chaired by Massimo 'Zampa' Zamparini have been following Makinwa since the end of last season, however their interest had seemed to dwindle in the past weeks when Makinwa seemed destined to join one between Inter and Stuggart.
Now that Palermo have signed the two forwards they were after, Makinwa and former Brescia tower Caracciolo, Luca Toni is free to leave the island, with Fiorentina and Inter in pole-position for his signature.

Fiorentina general manager Pantaleo Corvino announced the Tuscan outfit have decided not to sign Palermo striker Luca Toni.
“The dealings arrived to a complete standstill,” said Corvino.
“They fell through because we offered 10, and Palermo keep asking for 12. We can’t continue on this basis,” he continued.
Knowing the transfer market mechanisms, Corvino is probably playing hard-ball with the Sicilian outfit, and will continue chasing the Italy international despite today’s words.

The Palermo President has warned Fiorentina that if they do not offer the right amount in the next couple of days, then the Rosanero striker will remain in Sicily.
Maurizio Zamparini has restated his intentions of not letting his prized striker, Luca Toni, leave for anything less than 10 million Euros. He invited the Viola directors to settle the deal as soon as possible, otherwise Toni will remain at Palermo.
“I told Foschi that I don’t want to hear him before this negotiation has been concluded. Toni will not leave Palermo if the offer does not surpass the 10 million Euros."
The fiery President of the Rosanero is not interested in any Fiorentina player to be swapped for his striker.
“There are no Viola players inserted in the negotiation. Our squad is complete, and only if Toni leaves we shall bring to Palermo another striker. For this reason we have to do this quickly.
“Between today and tomorrow we shall know Toni’s future. If within 48 hors we shall not have found an agreement with Fiorentina, the player will remain at Palermo."

Hiába ajánlgatta magát Stephen Makinwa az Internek, a kék-feketék végül a kisujjukat sem mozdították a nigériai támadó megszerzéséért. Az Atalanta együttesében az elmúlt fél esztendõben feltûnt játékos végül a Palermo játékosa lesz, megnyitva ezzel az ajtót Luca Toni elõtt, akinek eladásáról már egy ideje lehet olvasni az olasz sajtóban, vélhetõen az afrikai játékos a klub új vezetõsége megfelelõnek találja majd a válogatottban is bemutatkozott csatár pótlására. A szicíliaiak egyébként szeretnének mintegy 16 millió eurót kapni a jól fejelõ labdarúgóért.
Makinwa az elmúlt bajnoki év elsõ felében még a Genoa játékosaként vállalt a Serie B-ben hat gólt, teljesítményét pedig megismételte tavasszal már az Atalanta játékosaként, ott is ugyanennyi találatot vállalva.
